Russia SIM card for foreigners: choose the safe route
Use this when you need internet, a Russian +7 number, banking SMS, or local app login after arriving in Russia.
Short answer
A travel eSIM can cover data before arrival, but it usually does not replace a Russian phone number. For a Russian SIM, check the current operator route for Gosuslugi, SNILS, biometrics, passport translation, IMEI, and in-person activation before you rely on it.

Do not start with the cheapest tariff. Start with the requirement that will block your next step.
| Situation | Safer path | Avoid |
|---|---|---|
| You only need maps, taxi, messaging, or airport transfer data | Use a travel eSIM or roaming backup first, then decide whether a Russian number is worth the identity work. | Treating a data-only eSIM as proof that banking, Gosuslugi, or SMS login will work. |
| You need a Russian +7 number for bank, work, university, delivery, or Gosuslugi | Open the SIM wizard and verify SNILS, Gosuslugi, biometric, passport, stay-document, and IMEI requirements for your provider. | Going to the operator with only a passport and expecting immediate activation. |
| You already have a Russian SIM issued before the newer identity checks | Check whether the operator needs confirmation of personal data or biometrics before the number is restricted. | Ignoring SMS/app warnings from the operator. |

- SIM and biometric rules can change by operator, status, city, and date.
- Do not use another person's identity, account, biometrics, SIM, or Gosuslugi profile.
- Keep a backup channel for maps and messages until the Russian number is active.
