  1. Step 1

    Prepare your documents

    Gather your passport, SNILS, and make sure you have a verified Gosuslugi account. Some operators may also request a notarized passport translation.

    Tip: Register and verify your Gosuslugi account in advance.

  2. Step 2

    Find the nearest mobile store

    Choose an operator (MTS, Megafon, Beeline, Tele2) and find the nearest store using their website or a map app.

    Tip: Stores in large shopping centers often have longer hours and English-speaking staff.

  3. Step 3

    Complete identification and EBS biometrics

    Present your passport and SNILS. The operator will enter your data and perform biometric verification through the Unified Biometric System (face and voice) as required by Federal Law 303-FZ.

    Tip: The identification process takes 10-20 minutes.

  4. Step 4

    Receive and activate your SIM card

    After successful identification, you will receive your SIM card. Insert it into your phone and follow the activation instructions.

    Tip: Test that the SIM card works by making a call or sending an SMS before leaving the store.
